Captain Ron Hoebeck, a local caretaker of a few properties in the El Campo-Tecate areas of Southern California, claims that he has been kidnapped by drug cartels more than once. Due to his living so close ot the fence, illegal immigration and the Fence play such an constant role in his day to day life. On his down time, Captain Ron will spend his time mending busted sections of the Border fence.
